Resolution 2003-01-06.wta.1: process for adding new board members

The following resolution has been accepted by the Board of Directors
of Software in the Public Interest:

Resolution 2003-01-06.wta.1

The Board of Directors of Software in the Public Interest has seven
members at the moment. In order to comply with article seven of the by-laws,
which dictates the board has to consist of eight to twelve members,
the board will be extended with three new members.

The procedure for adding new board members will be as follows:

* over a period of two weeks (14 days) candiates can nominate themselves,
  Any submitted position papers and bios of the candidates will be
  published on the SPI website.
* after which there will be a period of two weeks (14 days) during which
  all contributing members can vote on the candidates.

The Secretary shall act as returning officer, issue calls for nominations, 
and tabulate votes. Voting will done using the Condorcet method with
Cloneproof/Schwartz Sequential Dropping.
