Selection of Branden Robinson as Deputy Treasurer

I am pleased to announce that Branden Robinson has accepted my offer to
assume a new position within SPI, namely that of Deputy Treasurer. While
I will still hold ultimate responsibility for the finances of Debian,
Branden and I will share the load of the more routine duties required as
part of managing our money and accounts. He will do tasks such as:

- receive and deposit unambiguous donations to SPI or to SPI projects
  into the appropriate bank account;
 
- send receipts to donors who request them for donations dealt with by
  him;

- disburse previously authorized reimbursements for which appropriate
  documentation has been provided; and

- any other treasury-related tasks that I authorize and he agrees to.

(I will also perform the above tasks; the division of labor between him
and me will vary according to our respective workloads in the rest of
our lives.)

This does not need formal Board approval, since I am acting as an
executive in my capacity as Treasurer and simply delegating to a
volunteer, but Board members have been generally supportive of this
idea. There are no confidentiality issues, since Branden is already and
will remain a director and contributing member of SPI.
