#06: Public Resolutions

Up for discussion:
06 Resolutions should be public.

This is now up for discussion again.  A brief history:

 * It was first put up for discussion May 26 at
   http://lists.spi-inc.org/pipermail/spi-bylaws/2003/000126.html

 * David Graham made a draft proposal at
   http://lists.spi-inc.org/pipermail/spi-bylaws/2003/000160.html
   that just needed some "wrapping".
