Clarification of software licensing policy in SPI bylaws.

This proposal is a first draft. Changes and additions welcome.

WHEREAS, SPI is an organization devoted specifically to the promotion of Free 
Software.

WHEREAS, the definition of Free Software is sometimes vauge and open to 
interpretation.

WHEREAS, SPI desires to make its procedures and policies clearly defined.

RESOLVED, that SPI shall alter its by-laws to replace the currently unclear 
statement "software systems for use by the general public without charge" 
with the more clearly defined "software complying with the Debian Free 
Software Guidelines".
