Meeting time - move to 21:30 UTC?

Recapping my comments on IRC...
The proposed move shifts the meeting time from 6:30am to 7:30am for me.
Meeting start times of 6:30am or later are fine with me.

Since I don't have any other regular committments in the early morning,
any non-weekend day is fine for me.
