Hi
It does end in php3, but it's on php4 and it also supports php5 (afaik).
Yes, it's in french (the source code), but for adapting the look & feel, you
need to write templates just in html and using some SPIP-language for
accessing database (it's very easy if you manage for it, for example to get
all english articles within last ten published you can write:

<BOUCLE_ARTICLES(ARTICLES){0,10}{lang=en}>
The article  nº #ID_ARTICLE is titled #TITRE, and it can be accesed at
#URL_ARTICLE
</BOUCLE_ARTICLES>
