Annual Report Draft 3 Available

Hello,

Draft 3 of the proposed annual report is now available.  Since the first
draft was announced, several new reports have been added and a number of
fixes have been applied.  There may yet be one additional report coming
in from a committee, so once I get it (or not), I expect this to be the
final version.
